It was widely believed that the Night Mother was the source of the doctrine dictating how the Morag Tong (and eventually the Dark Brotherhood) worked as a group.
At this time the group was small and obscure due to lacking clear leadership, until the coming of Sithis' supposed lover, the Night Mother. The Dark Brotherhood sprung from a religious order called the Morag Tong, who worshipped the Daedric Prince Mephala during the second era. Knowledge of the Brotherhood is widespread, but despite this, it is largely tolerated both out of fear and convenience.
The Dark Brotherhood is an infamous cult of assassins that are spread across Tamriel.
